Mr. Douglas LEAVENS


Mr. Leavens is a senior level financial sector development expert with over 40 years experience at the institutional and policy levels. His work at the operational level includes international commercial banking in the US, Europe, Africa and Australasia and micro and SME finance in Africa, Middle-East, Afghanistan and Azerbaijan. He established three successful venture capital funds in Africa to pilot funds equity investments in growth oriented SMEs. Other policy activities include promoting microfinance best practices with central banks, regulators and donors to increase MSME access to financial services required to promote economic, financial sector and social development. Mr. Leavens is Technical Managing Director with ACDI/VOCA and chairs the board of directors of the Afghan Rural Finance Company and is a past chair of Al-Thiqa microfinance institution in Iraq. He holds a masters degree in International Relations and a professional certification in Organization Development.


Ms. Elena NELSON


Ms. Nelson has over 30 years of experience in financial institution development, commercial banking, micro and rural finance institution operation, training and technical assistance program implementation. She is highly skilled in agricultural lending and investment project evaluation. Ms. Nelson has been with ACDI/VOCA since 1999, as financial services expert, and developed tools for financial institutions performance monitoring and viability assessment. Prior to joining ACDI/VOCA she spent over 20 years working at the Bank for Agriculture and Food Industry in Bucharest, Romania where she was responsible for financing production and investment activities for commercial and consumer customers in agriculture and food processing. She also served as the training director of the Romanian Banking Institute. Ms. Nelson is a co-author of the SEEP Measuring Financial Performance for Microfinance Institutions manual and has been active in Financial Services and Client Protection working groups at SEEP Network. Ms. Nelson is member of the board of directors of the Microfinance Company Bai Tushum & Partners, Closed Joint Stock Company in Kyrgyzstan and Arvand MDO, Tajikistan and chairs the board of advisors of MicroInvest, Tajikistan.

Yuriy Shulhan



Dr. Yuriy Shulhan is a seasoned top manager with 20 years of banking and microfinance experience globally from Latin America to Central Asia to Eastern and Central Europe to Africa. He has served as a BOD Chair, BOD Member, CEO and Consultant to various finance institutions and economic development projects.
In his role of FINCA Vice-President and Regional Director for Latin America and Caribbean, as BOD Chairman he provided strategic leadership and oversight to all seven FINCA subsidiaries in the region, including one full-fledged bank, two regulated MFIs, one unregulated MFI and tree microfinance NGOs.
Previously, Dr. Shulhan ran four leading regulated MFIs in Kyrgyzstan, Tajikistan and Kosovo as their CEO.  

Mazen Fawzy

Mr. Mazen FAWZY


Mazen Fawzy is an international development specialist having over 24 years of experience with 14 of them overseas directing USAID funded programs.  He currently serves as a Managing Director in the Project Management Department of ACDI/VOCA based in Washington, DC.  His expertise spans senior level management & leadership, direct oversight of large project portfolios, strategic business development, quality assurance and knowledge management.  He has extensive experience in designing project management & administrative systems, burn-rate management, and compliance. His technical background includes Food Security/Resilience, Agribusiness/SME Development, Micro Finance, Post-Conflict Stabilization, and Community Development.  Mazen served for several years as a board member of Vitas Romania, a non-bank financial institution, within the Vitas Group, a commercial holding company of micro and small to medium enterprise funding institutions created and operated by Global Communities (formerly CHF International).  He has designed several SME agribusiness development programs that integrate innovative financing to promote their growth, profitability and job creation.  He completed graduate studies in international agricultural development at Cal Poly University and undergraduate studies in agricultural sciences at Penn State University.
